At minimum the lists that bind the institution: OFAC in the United States, the UN consolidated list, and the regional or national regimes that apply where the institution operates and where its payments land. Most programmes screen more than the legal minimum — adding regulatory watchlists, adverse media and internal restricted-party lists — because a name that is not yet designated can still be a risk the institution has chosen not to take. The important design question is not which lists but when: screening cadence has to line up with the customer lifecycle and transaction volume, so that a designation added on Tuesday is caught before Wednesday's payment run rather than at the next quarterly refresh.
